Serco loses Dockland Light Railway to Keolis Amey
Serco has lost the TfL franchise for the Docklands Light Railway, which has been awarded to Keolis Amey Docklands, a 70:30 joint venture company. The new franchise will commence on 7 December 2014 and runs until April 2021, with a possible extension to 2023.
The contract is valued at over £700m and covers franchise nominal fees including the extension period. It does not include performance payments or deductions related to service enhancements.
Serco has operated the DLR for TfL since 1997. The current franchise was awarded in May 2006 but subsequently extended beyond the original March 2013 expiry date.
Stagecoach and Go-Ahead/Colas also bid for the franchise, though the latter joint venture company withdrew before a decision had been reached.
Passenger numbers on the DLR have risen from 6.7 million in the first year (1987) to 101.6 million in 2013/14.
